In a current context which is defined by inflation, volatility, and increasingly delayed investment decisions, the balance between saving and investing is being fundamentally reassessed. In this exclusive interview, Răzvan Brasla, CEO of Cloud9, outlines why passive saving is no longer a neutral strategy, but one that can erode real wealth over time. In an economic climate marked by uncertainty and postponed investment decisions, how should Romanians approach the relationship between saving and investing?

I believe the current environment is fundamentally reshaping the way people perceive financial security. Over the past two years, many have chosen to delay investment decisions and preserve liquidity as a form of protection. The challenge is that, in an inflationary and highly volatile economic environment, money held passively gradually loses its value. Basically, the perceived “safety” of uninvested money comes at the cost of a silent loss in value.

For this reason, I believe the conversation should move away from emotion and toward rational capital allocation. This is not about encouraging impulsive investments, but about understanding the distinction between passive saving and strategic asset allocation. Real assets, particularly well-positioned residential properties, have historically demonstrated the ability to preserve value over time and, in many cases, generate long-term appreciation.

From this perspective, projects such as Cloud9 Evolution respond to an increasingly visible market demand: the need to invest in assets supported not only by construction quality, but by integrated infrastructure, long-term urban planning, and sustainable development fundamentals.

As developers, our role is not limited to delivering buildings. We also have a responsibility to provide clarity and confidence in a period where buyers are looking for credible long-term benchmarks before making financial decisions.

Why do you believe residential investments remain relevant in the current market, and what differentiates a project such as Cloud9 Evolution from other options available today?

The residences in our premium development, Cloud9 Evolution, remain relevant because they simultaneously address a real need and represent sound financial investments. In a city like Bucharest, where new supply is limited and demand for well-located projects remains constant, high-quality residential units maintain and even increase their value over time.

But I believe the key difference comes from the fact that people today are no longer just looking for an apartment, but for a more efficient way of life. Time has become one of the most important resources, and projects that manage to reduce time spent in traffic and bring housing closer to essential amenities will be the most valuable in the coming years.

At Cloud9 Evolution, we designed the project based on this approach – we are developing a comprehensive urban ecosystem centered on efficiency, proximity, and quality of life. The project incorporates green spaces, retail facilities, wellness and sports areas, as well as a modern school, all in line with the principles of the “15-minute city.”

In addition, the project is sustained by a total investment of approximately 170 million euros and the expertise of Alfa Group, an entrepreneurial group whose presence is not built on excessive visibility, but on consistency in industries where financial stability is mandatory.

I believe this is also why premium buyers today are focused on the fundamentals of a project: who is developing it, how it is financed, what infrastructure it offers, and whether it can sustain the value of the investment over 10 or 15 years, not just at the time of purchase.

In a market where trust has become essential, how important is it for buyers that the project is backed by Alfa Group and supported by a solid financing structure?

I would say it is critical. Over the past few years, buyers have become significantly more attentive to the financial stability of developers and to the financing structure behind residential projects. The market has matured considerably, and clients are no longer evaluating only the apartment itself, but also the developer’s actual ability to deliver the project under the promised conditions.

In volatile economic periods, the distinction between a financially stable project and a vulnerable one becomes highly visible.

The fact that Cloud9 is part of Alfa Group, a company with more than 30 years of experience in real estate development and over 15,000 delivered apartments, provides an additional layer of predictability and confidence. We are speaking about an entrepreneurial group with a substantial residential and office portfolio developed in Bucharest, supported by long-term operational experience and financial discipline.

For buyers, this translates into something very important: the project does not depend exclusively on the pace of sales or short-term market fluctuations. In uncertain economic environments, financial stability becomes a decisive factor and directly contributes to buyer confidence.

I believe this is precisely why well-capitalized projects will become increasingly relevant over the coming years. In a more selective market, trust is no longer built through marketing narratives, but through consistency, execution capability, and the ability to deliver exactly what was promised.

How does the financial model behind Cloud9 Evolution work in practice — escrow accounts, reduced down payments, phased development — and what level of security does it provide to investors and buyers?

The financial model implemented at Cloud9 Evolution was specifically designed to provide predictability and investor protection.

First, from the beginning, we deliberately chose to maintain the down payment at a maximum threshold of 15% in order to make property acquisition more accesible and reduce the financial pressure placed on buyers.

Secondly, all client payments are protected through special bank acounts. In practice, these funds remain secured and cannot be utilized prior to the fulfillment of clearly defined contractual conditions. This is a recognized mechanism that provides an additional level of transparency and security for the client’s investment.

At the same time, the project is being developed in phases and supported through a balanced mix of equity and bank financing. This structure allows construction progress to remain independent from pre-sales dynamics and enables us to maintain execution pace and quality standards regardless of short-term market fluctuations.

I believe buyers are increasingly attentive to the financial architecture behind a development project. In uncertain periods, the security of the development process becomes just as important as the property itself.

What is the current construction status of Cloud9 Evolution and when is the delivery of the first phase scheduled?

Construction works for the first phase of Cloud9 Evolution are progressing in line with the assumed development schedule.

The structural works for the three buildings included in the first phase have already been completed, while current activities are focused on ventilated façades, electrical and mechanical installations, and interior finishing works.

The first phase is already more than 50% sold, with delivery scheduled for August 2026. In parallel, construction works for the second phase have already commenced, with completion estimated for 2027.

What is particularly important for us is the fact that, even before delivery, the project already offers sufficient visibility for buyers and investors to evaluate the execution quality, development pace, and long-term direction of the project. In today’s market, this level of transparency and tangible progress has become a key indicator of credibility and long-term value.
