With a total investment estimated at 170 million euros, Cloud9 Evolution enters a new stage of development with the delivery of the first 612 apartments. Răzvan Brasla, CEO of Cloud9, talks about the strategy behind one of the largest residential projects in Bucharest.

Cloud9 Evolution enters a new stage this year, with the delivery of Stage 1. What does this moment mean for the project and for the company’s development strategy?

Cloud9 Evolution is one of the most important projects in our portfolio, with a total investment estimated at approximately 170 million euros, structured in two stages. The first stage, which involves an investment of approximately 90 million euros, will deliver 612 apartments this year. For the second stage, which will complete the development with another 536 apartments, we have allocated approximately 80 million euros.

The delivery of the first buildings and apartments is an important moment for us, because it marks the transition of the project from the construction period to the one in which the Cloud9 Evolution concept begins to operate in the form in which it was designed. We are talking about a complex of over 1,148 apartments, developed on approximately 3.2 hectares, in which the investment is not limited to housing, but includes green spaces, commercial areas, sports and wellness facilities, pedestrian infrastructure and a modern school, for which we have allocated 3 million euros.

From the perspective of our strategy, this moment validates the direction we have chosen for Cloud9: large-scale developments, supported by a solid financial structure and built around the real needs of those who will live here. For us, the stake is not only to deliver a certain number of apartments, but to build projects that retain their relevance and value over time, through the quality of execution, the integrated facilities and the way they work, as a whole, for residents.

How are the works of the second stage progressing and what business objectives do you have for the next period?

Currently, the works for the second stage are underway, and the completion of the construction is scheduled for the first quarter of 2028. Our priority is to maintain the pace of execution and the assumed technical standards, in parallel with the delivery of the first stage and the operationalization of the project facilities. From a business perspective, we are aiming for controlled growth and continue to analyze opportunities to expand the Cloud9 model in other cities.

How did you transform the idea of a “15-minute city” from an urban concept into a concrete experience for the inhabitants of Cloud9 Evolution?

For us, the “15-minute city” is not a marketing formula, but a planning principle. We started from a very simple question: what does a resident need on an ordinary day and how easily can he access these things? This also resulted in the mix of facilities integrated into the project, from the school, commercial spaces and café, to areas dedicated to sports and wellness, playground, green spaces and pedestrian infrastructure. In a city where mobility remains a challenge, proximity becomes a concrete component of the quality of living.

How have buyers’ requirements changed in recent years?

The buyer is much more informed and attentive to what he receives beyond the apartment. Location remains important, but along with it, partitioning, energy efficiency, facilities, green spaces, the reputation of the developer and the predictability of delivery have become decisive.

Where do you see the real added value for the buyer today: in technology, design, comfort or in the entire project ecosystem?

Value comes when all these elements work together. Technology is relevant if it simplifies life, design if it remains functional, and finishes if it offers durability and comfort. At Cloud9 Evolution, we followed this principle both in the choice of technical solutions and materials, and in the way we thought about the entire project.

What does the concept of a 2-room apartment plus office bring differently? Does it meet a specific need in the market?

It is a response to the way living has changed. The 2.5-room apartment introduces additional space, which can become an office, study area or hobby room. It is a solution for those who want an efficient partitioning adapted to everyday life. We see interest especially from professionals, couples and young families, who are looking for flexibility and want to use every square meter efficiently.

How do you find the balance between premium standards, development costs and final price for the customer?

For us, a premium standard does not mean adding costs without real value for the buyer, but investing in those elements that matter for the quality of the home and the value of the property over time. At Cloud9 Evolution, we aim for efficiency through well-thought-out partitioning, the choice of sustainable technical solutions, the optimization of construction costs and a careful control of the entire development process. Thus, we can maintain the quality standard we have assumed, without each cost increase being automatically transferred to the final price.

How much has the way a residential complex is thought of today changed compared to 5–10 years ago?

The difference is major. A project can no longer be thought of exclusively as a sum of apartments. It must start from the way people will live, move and organize their lives. To remain relevant, it needs sustainable architecture and technical solutions, energy efficiency, infrastructure and services, but also the ability to adapt. The long-term value comes from the coherence of the entire development.

What is the vision for Cloud9 Evolution and what should the project represent in the residential market in Bucharest in the coming years?

The vision for Cloud9 Evolution is to build a project that retains its relevance and value long after delivery. We are talking about over 1,148 apartments, but the size of the project is only part of the equation. What interests us is the quality of the development as a whole, from the housing and the chosen technical solutions, to the infrastructure, facilities and services integrated into the project.
